Step 18 is the battery, wiring, and support tray. Some of the wiring here represents random hoses and vacuum lines from the front end, but is not particularly accurate.
The tray is metal, although the kit also contains a plastic version of this part. I think the metal version supports the steering link better. The hoses are rubber.
